To be safe, policies about who picks up the kids should be spelled out in the standard contract.

Having at least one example contract all parents sign when enrolling their kids, should work better than special permission slips for non-custodial parents.

I'd just make it against the rules for anyone, other than the parent, to pick up the child unless they have also signed the contract.
